This is done, over many hours, with fabric DYE markers made specifically to embellish fabric.  It is described as "Permanent" after 24 hours. I go further and heat-set the designs.  Shirt manufacturer is Brooks Brothers,  SIZE: 16/34-35 PANTS: Hand-dyed Purple Pants, pleated,  SIZE: 38 x 30; originally pair of Dockers Khaki prior to permanent  dye application.
