The envelope is 9"x3.5", signed in green ink with an excellent drawing in black ink on a separate leaf of Dick Tracy saying 'Hi Pop'.  The inscription reads 'To Joe Tulfano and Joe's father, Best Wishes, 2-14-78".  The COA is from PSA DNA Collector's Universe and describes the flow of the ink, color and characteristics of Chester Gould's signature.   The placque beneath the envelope and leaf reads 'Chester Gould 1900-1985, American Cartoonist; introduced crime and violence into the comics with his creation in 1931 of Dick Tracy, the first nonhumourous comic strip.'
